Executive Council Sets Date of 2022 General Assembly

Four Executive Council meetings were held, including two special meetings, since the last KNL issue of December 2020. So this report omits details of the 12-14th meetings of the 41st General Assembly Period and covers only two main issues discussed there, which were on the agenda of the 42nd General Assembly originally scheduled to be held in 2020 and on improvements of Board of Publications’ operations due to its financial concerns.

The COVID-19 pandemic greatly affected the 42nd General Assembly. Holding it online had been discussed, but there would have been additional costs and the difficulty of holding an election. It was not decided to postpone the 42nd General Assembly and to extend the 41st General Assembly Period for a year until the 14th Executive Council meeting, which was held as an online-onsite hybrid meeting July 5-6 in the Kyodan meeting room.

The operations and finances of the Board of Publications have been on the agenda for some years. At the 13th Executive Council meeting, it was proposed and decided that Moderator Ishibashi Hideo was to consult about improvements to its operations with Vice-moderator Kuze Sorachi, Secretary Kumoshikari Toshimi, General Secretary Akiyama Toru, and Board Chair Yamakita Nobuhisa. Likewise, setting up a Board of Publications Future Planning Committee was proposed and enacted after a time of questions and answers.

The 15th Executive Council meeting was held Oct. 25-26, 2021 at Hotel Metropolitan, online attendance included. It was proposed that the 42nd General Assembly would be held there Oct. 25-27, 2022. There were many questions about the expenses, and it remained under deliberation with the possibility of reconsidering the venue. Concerning structural reform of the Kyodan, Moderator Ishibashi Hideo explained that the restructuring was started on the assumption that the Kyodan would collapse financially by 2020, so it should be deliberated again in accordance with the new circumstances of many committee meetings being held online due to the COVID-19 pandemic and the resultant decrease of travel and accommodation expenses. (Tr. 常議員会報告

　前回のKNLから今回までの間に臨時を含めて4回の常議員会が開催された。各回を詳細に報告するスペースはないので第12回から14回常議員会はかいつまんで報告する。議題は大きく二つに分けられる。本来であれば2020年に開催するはずだった第42回教団総会の開催方法と経営不振に陥っている出版局の経営改善である。

　開催方法についてはコロナの状況が大きく関わる。オンラインを用いての開催も検討されたが、ネックは費用と選挙方法である。7月開催の第14回常議員会で延期も含めて開催方法を決定することになり、7月5、6日に教団会議室とオンライン併用で開催された第14回常議員会において、第42回教団総会の延期と第41総会期の一年延長が可決された。

　出版局に関してはその経営改善が近年のテーマであったが、第13回常議員会において議長団は、議長が副議長、書記、総幹事、出版局理事長と共に経営改善を協議する旨の議案「出版局経営改善に関する件」を上程し可決された。続いて「出版局将来検討委員会設置に関する件」が上程され、質疑応答後可決された。 

　第15回常議員会は2021年10月25，26日とホテルメトロポリタンを会場にし、オンラインを併用して行われた。第42回教団総会開催については、2022年10月25～27日に池袋ホテルメトロポリタンで開催することが提案された。費用負担についての質疑が相次ぎ、「議案全体を継続。場所については他の候補も検討する」との修正案が可決した。教団の機構改定については、その前提であった「2020年までに教団財政が立ち行かなくなる」問題について、石橋秀雄議長は「コロナにより対面式の委員会がズーム会議に変わり、その結果交通費や宿泊費がかからなくなり状況が変わってきたことを委員会で受け止める」と述べた。
