Ainu Scholarships to Benefit from The United Church of Canada’s Support

The Christian Cooperative Commission on Ainu Scholarships has received precious, loving support from the United Church of Canada. It will be used for scholarships and also for the exchange program of children of Etekekampa Association to visit indigenous people in Canada.
The Tokachi Etekekampa Association was established in 1990 to support the education of elementary and junior high school students of Ainu descent and Ainu families with financial difficulties. The staff also visits homes and schools to lobby for the children with parents and teachers. There were vicious graffiti saying “Die, Ainu!” on classroom blackboards and on playground slides when the association started. Once, an elementary school principal said to the mother of a new student, “Please make sure to wash your child thoroughly because Ainu children smell bad.” Deeply rooted prejudice and discrimination against Ainu people result in serious problems within the schools, including bullying, violence, poverty, and even death. Likewise, such prejudice makes finding a job or finding a marriage partner difficult even today. We are trying to help children study and gain scholastic ability to overcome such prejudice and discrimination and to help them develop by giving them various new experiences.
Over ten years ago, we took some children to visit Heiltsuk, in British Columbia, Canada where indigenous people live. The encounter with Heiltsuk youth, who live with pride as First Nations people, inspired the children greatly and helped their development. We are planning a project to meet them again, preparing and waiting for the right time.
In April 2019, the Japanese Diet passed a bill entitled “The Act Promoting Measures to Achieve a Society in which the Pride of Ainu People is Respected.” The act recognized the Ainu people as an indigenous people of Japan for the first time. In 2020, The National Ainu Museum and Park, the first national Ainu museum, was opened in the town of Shiraoi, Hokkaido. Though they can be called landmarks in the modern history of the Ainu people, the act only promotes Ainu culture and includes nothing about indigenous rights, which they have been seeking for years. There are likewise no provisions for improving their lives or giving the educational support they need.
The Kyodan’s Hokkai District established the Ainu Peoples Resource Center in 1996 to remember the grievous mistakes of the past and walk together with Ainu people, and also started the Christian Cooperative Commission for Ainu Scholarships, an ecumenical commission, 30 years ago. Last year, we supported four students — one high school student and three college or post-graduate students. This year, we supported five students — two high school students and three college students. Although we previously supported them every year, we have had to limit the support only to a one-time scholarship as they began their programs due to the lack of resources, all of which comes from offerings. We would like to express our gratitude for the valuable support and prayers from all over Japan as we continue our efforts. (Tr. SK)
カナダ合同教会からの愛の支援

この度、カナダ合同教会よりアイヌ奨学金キリスト教協力会に貴い愛の支援を受けました。
その一部は、奨学金として、また一部は、とかちエテケカンパのこどもたちがカナダの先住民族の皆さんと出会う旅のために用います。
とかちエテケカンパの会は１９９０年から始まりました。アイヌの小・中学生たちの学習支援やアイヌの困窮する家庭への経済的支援、家庭や学校を訪ねてこども達と保護者、教師への相談を行っています。会が始まった頃，教室の黒板に、また、公園の滑り台に「アイヌ死ね！」との落書きがありました。転校してきたアイヌ児童の母親にむかって「アイヌの子は臭いのでよく洗ってください」と話す小学校の校長もいました。偏見と差別が、それに起因するイジメ、暴力、貧困、死など様々な問題が、教育の中に、就職や結婚という暮らしの中に根強くあるのは現在にいたっても変わりません。その現実の中で、差別や偏見に立ち向かうべく学力を付けるお手伝いを続け、さらに、様々な体験を積むことで成長を願ってきました。
また、１０数年前にカナダ・ブリティッシュコロンビア州ヘイルツック民族の若者たちと出会う旅を行いました。そこで誇りをもって生きているヘイルツックの若者たちに触れ、アイヌのこどもたちも素晴らしく成長した体験をしています。ふたたび、出会いを願い、現在、旅行の準備を進めながら時を待っているところです。
２０１９年４月に国会にて「アイヌの人々の誇りが尊重される社会を実現するための施策の推進に関する法律」が可決されました。これによりアイヌ民族が先住民族であることを法律上初めて明記されました。また、昨年の２０２０年７月には北海道白老町（しらおいちょう）に「民族共生象徴空間（ウポポイ）」Nationao Ainu Museum and Parkが開館し、初のアイヌ民族に関する国立博物館が出来ました。これらのことは画期的なことと評価します。しかし、法律の内容は文化発展に留まり、アイヌ民族が長年求めている先住権に関しては一切触れられず、さらに、アイヌの皆さんが要望されていた生活の向上や教育の支援も含まれていません。
日本キリスト教団北海教区は、過去の反省とアイヌ民族の皆さんと共に歩みたいと願い、アイヌ民族情報センターを１９９６年に設置し、さらに、教派を超えて協力しあってアイヌ奨学金キリスト教協力金制度を３０年前に始めました。昨年は高校生１名、大学生（院生含）３名を、今年度は高校生２名、大学生３名の５名の奨学生を支援いたしました。従来は学校卒業まで毎年支援していましたが、資金不足で昨年から入学一時金として支援を続けています。これらはすべて献金によるものです。全国の愛ある支援と祈りに感謝し、これからも続けていきたいと願っています。

How Kyodan Churches are Handling the Covid-19 Pandemic

The Kyodan’s 2020 Annual Report tells how Kyodan churches have been struggling because of the Covid-19 Pandemic.
As the pandemic deepened, many countries declared lockdowns and other severe restrictions. Thus churches faced a time of trial. The Japanese Government declared a state of emergency, restricted non-essential business activities, and requested people to refrain from traveling and gathering, but churches were not forced to close. So it was up to each church to decide how to apply the restrictions. Some churches suspended worship services; some divided worship services into small groups; some restricted the number of people who could attend worship services; and many churches began to prepare online worship services.
The number of resident communicant members declined from about 77,000 in 2019 to 75,000 in 2020, a decrease of 2.5%. Church attendance declined from about 48,000 to 37,000, which was a 22% decrease, but as about half of the churches started online worship services and approximately 5,700 people attend online every week, there is actually about a 10% decrease. This ongoing decline, however, preceded the pandemic and was thus only accelerated, especially in church school attendance, which dropped 26% from the previous year.
The number of newly baptized people was 747, a significant decline from the 902 of the previous year, while the number of church members who died during that time increased over the previous year. The pandemic severely affected the ministry of the church, and the majority of the almost 1,700 Kyodan churches in Japan had no baptisms.
The pandemic has been forcing social distancing, thus restricting the activities of Kyodan churches and districts, along with its related institutions. Under these circumstances, it has been quite difficult for church ministries to follow Jesus’ command, “You will be my witnesses. . .to the ends of the earth,” as well as the mandate of pastoral care to “rejoice with those who rejoice, mourn with those who mourn.” It has been extremely hard for patients in hospitals, residents in nursing homes, and people on their deathbeds, who were cut off from church, close friends, and even family. Sometimes funerals were affected, and it became necessary to change their forms and procedures. Meetings and activities have gone online, but through this we can see new possibilities for ministry. We are undergoing a paradigm shift in ministry, especially with regards to worship services and various meetings of the church. As the world is under the influence of this pandemic, we must now shine the light of God’s Word on this crisis, looking up to Lord, and walk together with churches around the world toward what God has promised, knowing “that in all things God works for good.” (Tr SK)
コロナ禍の日本キリスト教団の教会の現状

コロナ・ウィルスによるパンデミックは教会にどのような影響をもたらしているか､日本基督教団全体の状況について2020年度の各教会からの報告にもとづいた年間の統計が出ましたので､その中からお伝えします。
世界ではこの時期ロック・ダウンによって一切の外出を禁じたり、厳しい規制をしいた国があり、すべての教会が大きな試練の時を過ごされていると思います。日本では何度かの非常事態宣言が出されて商業施設の活動制限や、外出や集会を自粛するようにとの政府の促しがありましたが、完全に礼拝に集うことが禁じられることにはなりませんでした。この間に、教会はそれぞれの決断に従って礼拝を停止したり、分散、縮小したり、各家庭にネット配信、と工夫した様子がうかがわれます。
先ず現住陪餐会員数では、前年に比べて約7万7千人から7万5千人と2千人の減で2.5％の減、礼拝出席者では前年の4万8千人から3万7千人と1万人、22％の減と大きな影響が出ていることがわかります。オンライン礼拝を取り入れる教会が急速に広がっており、統計的には不正確さが残りますが、全体の約半数の教会が対面礼拝と合わせてネット配信するようになっています。この礼拝に毎礼拝ごとに5,700人程が参加していますから、合わせると約10％の減ということになります。
2020年度教団全体で洗礼を受けた人は747名で前年の902名に比べても減少幅が大きく､各教会で召天された方々の数の方が上回っています。全国の教会･伝道所数が1,700弱ですから一年に一人の受洗者もいなかった教会が大半であったことになります。コロナ･パンデミックが教会の宣教活動に深刻な停滞を生じさせているのは歴然としています。しかし、この会員減少傾向はコロナ以前から続いておりこれが加速されたと言うことでしょう。特に教会学校ヘの影響は大きく前年に比べても26％の参加者減少となっています。
コロナ･パンデミックがキリスト教会に及ぼした影響の広がりがどの程度のものであるか、『地の果てまでわたしの証人となれ』と命じられた主の言葉に従って展開される宣教活動、また、「喜ぶ者と共に喜び、泣く者とともに泣く」ことに努める牧会活動も、ソーシャル・ディスタンスが求められるコロナ禍の状況での各個の教会も教区・教団の共同体の活動も大きく制約される状態が続いています。とりわけ、この時期に病院に入院されている人、老人施設に入所されている人、臨終を迎える人などは厳しい時を経験しなければなりませんでした。教会の交わりからも、最も親しい者もからも切り離されて、また家族さえ面会できない状況で葬儀の時を迎える状況が起こりました。教会の葬儀のあり方も大きく変容を迫られています。ネット媒体に会議や活動が急速に広がって、新しい可能性も広がっていますが、これまで当然と考えられてきた教会の宣教のあり方、とりわけ礼拝や集会のあり方のパラダイム･シフトが起こることが予想されます。コロナ･パンデミックはグローバルな事態で、世界の教会がこの試練の時を御言葉の光に照らされて主を見上げ、『すべてのことが共に働いて益となる』約束の実現に向かって共に励みたいと思います。
Ecumenical Groups Meet Unique Challenges of Tokyo Olympic Games

In December 2019, the Japanese Olympic Committee (JOC) and the Japanese Paralympic Committee (JPC) requested the Metropolitan Association of Religious Organizations, of which Yoshimura Masanori was chief director, to undertake management of the Multi-Faith Center of Tokyo 2020, following the guidelines of the International Olympic Committee (IOC). The first preparatory meeting for the Multi-Faith Center was held at Oomoto Tokyo headquarters on Feb. 28, 2020. Yoshimura Masanori, a Shinto priest, was elected chairman, and Niikura Tensho, a Buddhist priest, was elected executive director. After the postponement of Tokyo 2020 was announced on March 25, four committee meetings were held, and on Oct. 8, a “Multi-Faith Center Meeting” convened at Shinshu Kaikan Hall (Shinto). The first theme lecture, “Countermeasures Against Covid-19 Pandemic,” was given by Tomatsu Yoshiharu, now chief director of the Japan Association of Religious Organizations and also chief director of the Japan Buddhist Federation; and the second theme lecture, “Chaplaincy Services at the Multi-Faith Center,” was given by Duncan Green, an Anglican priest, who was head of multi-faith chaplaincy services of the London Organizing Committee of the Olympic and Paralympic Games. I was an interpreter there.
On Feb. 3, 2021, a Multi-Faith Center secretariat meeting was held online, where it was reported that the protocol for spiritual care would have to be changed drastically. On April 8, officials in charge of the multi-faith service of JOC held a “kick-off meeting” and announced that from the standpoint of infection control, all multi-faith services would need to be provided virtually. It was an unprecedented situation, with less than 100 days until the opening ceremony, and as representative of the Japan Confederation of Christian Churches, I was appointed executive director in place of Niikura Tensho, who later passed away in May. The ten officers of the Multi-Faith Center secretariat were divided into four teams to focus on public relations, online registration, online video distribution, and counseling services.
The Multi-Faith Center was, in reality, a kind of ecumenical workshop. Each denomination of Buddhist,Shintoism, Christianity, and other religions of the Tokyo Metropolitan Association of Religious Organizations sent people to create a website and prepare its various contents. There were also Christian, Islamic, Hindu, Buddhist, and Jewish online counseling services from opening day until closing day of the Tokyo 2020 Olympic Village.
Cooperation from the Japan Confederation of Christian Churches included the Catholic Church in Japan sending English-, Spanish-, and Portuguese-speaking chaplains and three video messages from the Vatican. The athletes could attend live streaming masses from St. Ignatius Church in Tokyo in English, Spanish, and Vietnamese every week. Koshigaya Church, a Protestant church, distributed live streaming Sunday worships. Over 100 video messages were prepared in 9 languages, to which athletes had access whenever they liked. Messages in Korean were recorded by missionaries of The Korean Christian Church in Japan. The Japan Evangelical Association helped to make music videos by young artists as well as message videos. Kanda Nozomi, a member of the Brussels Japanese Protestant Church, made classical music videos for the website.
Kyodan missionaries attended a special training course led by specialists from Canada and Germany to learn about chaplaincy services for Olympic athletes under quite specific restrictions. As the summer days were very hot, young volunteer staff did most of the publicity, with three seminarians and young people from Yu-ai Dormitory, which stands on the same site as Waseda Church in Tokyo, joining in.
It was a lot of hard work for us to create an online system for the Multi-Faith Center in such a short period of time, as it involved preparing many pages and making them work, but we devoted ourselves to giving spiritual support to athletes and coaches. It was indeed an exercise in ecumenicism. (Tr. SK)
東京２０２０における宗教活動報告
東京2020多宗教センター事務局長 加藤誠
2019年12月、東京オリンピック・パラリンピック組織委員会より東京都宗教連盟（理事長：芳村正徳Yoshimura Masanori）に、IOCのガイドラインに則り多宗教センター運営が依頼される。東京都宗教連盟は2020年2月28日、大本東京本部において第一回多宗教センター(Multi-Faith Center)会議を開催し、委員長に芳村正徳師、事務局長に新倉典生師を選任する。2020年3月25日に東京2020の延期が決定されるが、多宗教センター会議は4回の委員会を経て2020年10月8日に神習会館において” MULTI-FAITH CENTRE MEETING”を主催する。主題講演Ⅰは「コロナの現状と対策」講師：戸松義晴（現日本宗教連盟理事長 全日本仏教会理事長）。主題講演Ⅱは「多宗教センターにおける宗教サービスについて」講師：ダンカン・グリーン(Dunan Green)師（ロンドン五輪多宗教センター長・英国国教会司祭）通訳：加藤誠。
2021年2月3日に多宗教センター事務局会議がZOOMで開催され、多宗教センターにおける宗教サービスの大幅な変更を余儀なくされることが報告される。
2021年4月８日、組織委員会多宗教サービス担当者による「キックオフミーティング」が開催され、感染防止の観点から全ての宗教サービスを完全オンラインで行う前例のない事態に直面する。開幕まで100日を切る時間のない状況で、しかも事務局長が新倉典生(Niikura Norio)師からキリスト教連合会の加藤誠に変更となる。多宗教センター事務局は10名ほどの宗教ボランティアからなる事務局員を4グループに分け、それぞれ「渉外」「オンライン受付」「映像配信」「カウンセリング」を担当した。
多宗教センターの活動を広い意味でのエキュメニズムの実践の場として捉えることができよう。東京都宗教連盟に属する主に仏教、神道、キリスト教の各派から代表が選ばれ、ホームページを作成し、様々な映像コンテンツを用意し、キリスト教、イスラム教、ヒンズー教、仏教、ユダヤ教に関しては、オリンピック村の開村から閉村まで出来る範囲での相談、カウンセリングをオンラインで受けられるよう準備した。
キリスト教連合会としての協力体制であるが、カトリックからは英語、スペイン語、ポルトガル語対応のチャプレンを準備していただき、バチカンからは3本のビデオメッセージが送られてきた。麹町教会では毎週の英語、スペイン語、ベトナム語でのライブストリーミングに選手が参加する機会を提供していただいた。プロテスタントは越谷教会の聖日礼拝を同じようにライブストリーミングで提供した。映像コンテンツについては、9言語100本以上のメッセージビデオをユーチューブ上にアップロードし、選手たちが都合の良い時間に視聴できるようにした。韓国語のメッセージは全て宣教協約のある在日大韓基督教会（The Korean Christian Church in Japan）の宣教師にお願いをした。音楽コンテンツに関しては福音派の協力を得て、メッセージビデオのみならず若手のアーティストたちにビデオを作成していただき、クラシックに関してはベルギー日本語プロテスタント教会員の神田望美(Kanda Nozomi)さんに作成とユーチューブへのアップロードを担当していただいた。
チャプレンシーに関しては、オリンピックのアスリート対象という極めて限定的なニードのため、カナダ、ドイツ在住の専門家に講義を依頼し、教団受入れ宣教師を中心にトレーニングを行った。酷暑を考慮し受付ボランティアは青年を中心に声掛けをしたが、神学生3名が参加し、早稲田教会の関係する友愛学舎からも参加者が与えられたのは感謝であった。限られた時間の中で、初めてのオンラインのシステムを作り、コンテンツを用意し稼働させることはかなり困難であったが、純粋に選手・コーチたちの精神的サポートに徹しエキュメニズムの良き実践の場となった事を覚えていただけると幸いである。
ヨハネの弟子たちが帰ると、イエスは群衆にヨハネについて話し始められた。「あなたがたは、何を見に荒れ野へ行ったのか。風にそよぐ葦か。では、何を見に行ったのか。しなやかな服を着た人か。しなやかな服を着た人なら王宮にいる。では、何を見に行ったのか。預言者か。そうだ。言っておく。預言者以上の者である。『見よ、わたしはあなたより先に使者を遣わし、／あなたの前に道を準備させよう』／と書いてあるのは、この人のことだ。はっきり言っておく。およそ女から生まれた者のうち、洗礼者ヨハネより偉大な者は現れなかった。しかし、天の国で最も小さな者でも、彼よりは偉大である。彼が活動し始めたときから今に至るまで、天の国は力ずくで襲われており、激しく襲う者がそれを奪い取ろうとしている。すべての預言者と律法が預言したのは、ヨハネの時までである。あなたがたが認めようとすれば分かることだが、実は、彼は現れるはずのエリヤである。耳のある者は聞きなさい。今の時代を何にたとえたらよいか。広場に座って、ほかの者にこう呼びかけている子供たちに似ている。『笛を吹いたのに、／踊ってくれなかった。葬式の歌をうたったのに、／悲しんでくれなかった。』ヨハネが来て、食べも飲みもしないでいると、『あれは悪霊に取りつかれている』と言い、人の子が来て、飲み食いすると、『見ろ、大食漢で大酒飲みだ。徴税人や罪人の仲間だ』と言う。しかし、知恵の正しさは、その働きによって証明される。」
