　主よ、平和をわたしたちにお授けください。わたしたちのすべての業を　成し遂げてくださるのはあなたです。わたしたちの神なる主よ　あなた以外の支配者が我らを支配しています。　しかしわたしたちは　あなたの御名だけを唱えます。（イザヤ書 26章12節〜13節）

　涙も枯れるほどの恐怖が、いまもガザ地区を覆います。主イエスが、愛と平和と和解をもたらすためにこの世に遣わされ、愚かなわたしどものために十字架刑となった地において、多くの無辜の命が強大な軍事力によって弄ばれるように奪われています。「わたしたちの神なる主よ　あなた以外の支配者が我らを支配しています」。それは同時に、わたしどものうちにある愚かさでもあります。

　しかしわたしどもは、何度でも主イエスに立ち帰り「あなたの御名だけを唱えます」。そしてどうか「平和をわたしたちにお授けください」と悔い改めと共に深く祈り求め、ここに平和メッセージを宣言します。

〈パレスチナにおける紛争について〉
　近代以降、植民地主義と資本主義による支配の根源が凝縮されたパレスチナにおいて、剥き出しの恐怖と残虐さが生々しく日々、私どもの前に、マスメディア、ソーシャルネットワーク等を通じて激しく突き出されています。こうしている今も、イスラエル軍は西側諸国の物理的心理的援護を背景に、罪なきパレスチナ人を殺戮し、ガザ地区の人びとは昼夜問わず恐怖に包まれ、地獄を生きているのです。かつてホロコーストの地獄で命を奪われたユダヤ人、被差別民、障がい者たちの魂、同時に今、世界中の抑圧された人びとの魂もまた、おぞましいジェノサイドの中で、再び容赦なく踏み潰されています。
　それでも同じ時にまた、世界中で、この紛争を終わらせようと多くの人びとが声を上げ、世界中のユダヤ教徒、キリスト教徒、イスラム教徒の人びともまた傷ついたパレスチナの人びとのために祈りを共にしています。わたしどもも、パレスチナに一刻も早く真の平和がもたらされるよう祈ります。

〈日韓の歴史について〉
　1910年の朝鮮併合により日本の植民地とされた朝鮮半島から、日本の軍需工場や鉱山、炭鉱に労働力として強制連行された朝鮮人労働者を追悼する碑が日本各地に建立されています。その中で2024年1月29日、多くの市民の反対の声を無視し、群馬県知事は群馬県立公園「群馬の森」に建立された「記憶　反省　そして友好」と刻まれた朝鮮人労働者追悼碑の撤去工事を開始しました。在特会を含めた右派系市民団体による誤った歴史宣伝を元に、強制連行などなかった等と歪められた歴史理解に行政、政府が同調し、日本各地で同様の事態が進んでいます。
　日本基督教団と在日大韓基督教会は、このような誤りと悪意に満ちた日韓の歴史を継承するのではなく、朝鮮半島と日本、東北アジア全体の真の平和を愛と和解と調和の中で共に未来を目指し歩み続けます。

〈アジアの平和について〉
　2023年度の向こう5年間の日本の防衛費は43兆円という空前の金額となりました。2022年にイギリス、イタリアと戦闘機開発を合意した結果、2024年3月には遂に第三国へ最新型戦闘機を輸出することを国会審議もせずに決定していまいました。日本は他国から眺めれば巨大な軍事国家を目指し、国際社会における平和の秩序を保つことを放棄するのではという懸念を、かつて日本が侵略した地域の人びとにもたらします。
　また、台湾有事を見据えた中国への牽制としての米国軍事同盟の強化は、朝鮮半島と南西諸島を戦闘地域と想定しています。とりわけ沖縄では、2016年以降、米軍基地のみならず自衛隊基地の増強と新たな基地設置が続いており、そこに暮らす人びとの未来を脅かし、平和を遠ざけています。軍事で平和は守れません。わたしどもは繰り返し、何度でも訴え続けます。そして、日韓の市民とアジアの人びとと共に歩みます

〈原発依存からの脱却について〉
　東京電力福島第一原子力発電所から放射能汚染水海洋投棄が始まり、2024年度は54,700トンの汚染水が投棄される予定で、トリチウムの総量は約14兆ベクレルになると報道されています。
　また、2024年1月1日に起きた能登半島地震では、震源地の近くに多くの原発があり、多くの人が第二の原発被害を思い浮かべました。幸いにも原発に被害はないとされましたが、避難経路に多くの課題があることが浮き彫りとなりました。
　振り返れば、2011年の東京電力福島第一原発のメルトダウン・爆発により海洋に流れ出た、希釈されていない放射性液体廃棄物は、セシウム137で15,000兆ベクレルであり、年間管理目標値2,200億ベクレルの約7万年分です。この放射性物質は、いまも海洋を移動しています。地震の多い日本の国土において原発ほど命を脅かすものはなく、直ちに運転を停止させ、速やかに廃炉への作業に取りかからねばなりません。
　わたしどもは、人間の力では制御できない原発に依存するエネルギー政策からの脱却を強く求めます。

“여호와여 주께서 우리를 위하여 평강을 베푸시오리니 주께서 우리의 모든 일도 우리를 위하여 이루심이니이다, 여호와 우리 하나님이시여 주 외에 다른 주들이 우리를 관할하였사오나 우리는 주만 의지하고 주의 이름을 부르리이다.”(이사야26:12-13)

　눈물도 마르게 하는 공포가 지금도 가자 지구를 뒤덮고 있습니다. 주 예수님께서 사랑과 평화와 화해를 위해 이 세상에 오셔서 어리석은 우리를 위해 십자가에 달리신 그 땅에서 수많은 무고한 생명이 강력한 군사력에 의해 무참히 죽임을 당하고 있습니다. "우리의 하나님 여호와여, 당신 아닌 다른 통치자가 우리를 다스리고 있습니다." 그것은 동시에 우리 안에 있는 어리석음이기도 합니다.

　그러나 우리는 몇 번이고 주 예수님께로 돌아가 “오직 주의 이름만 외치겠습니다.” 그리고 “평화를 우리에게 주시옵소서” 라고 회개와 함께 간절히 기도하며 여기에 평화의 메시지를 선포합니다.

<팔레스타인의 분쟁에 대하여>
　근대 이후 식민주의와 자본주의 지배의 근원이 응축된 팔레스타인에서 적나라한 공포와 잔혹함이 매일같이 매스미디어, 소셜 네트워크 등을 통해 우리 앞에 생생하게 드러나고 있습니다. 지금도 이스라엘군은 서방 국가들의 물리적, 심리적 지원을 배경으로 무고한 팔레스타인인들을 학살하고 있으며, 가자지구 사람들은 밤낮으로 공포에 휩싸여 지옥 같은 삶을 살고 있습니다. 과거 홀로코스트의 지옥에서 목숨을 잃은 유대인, 차별받는 사람들, 장애인들의 영혼과 동시에 현재 전 세계 억압받는 사람들의 영혼 또한 끔찍한 대량학살 속에서 다시 한 번 무자비하게 짓밟히고 있습니다.
　그러한 같은 시기에 전 세계적으로 많은 사람들이 이 분쟁을 종식시키기 위해 목소리를 높이고 있으며, 전 세계의 유대인, 기독교인, 무슬림들도 상처받은 팔레스타인 사람들을 위해 함께 기도하고 있습니다. 우리도 팔레스타인에 하루빨리 진정한 평화가 찾아오기를 기도합니다.

<한일 역사에 대하여>
　1910년 한일합병으로 일본의 식민지가 된 한반도에서 일본의 군수공장, 광산, 탄광에 노동력으로 강제 연행된 조선인 노동자들을 추모하는 비석이 일본 각지에 세워져 있다. 이런 가운데 2024년 1월 29일, 군마현(Gunma) 지사는 많은 시민들의 반대의견을 무시하고 Gunma Prefectural Park '군마노모리(Gunma Forest)'에 세워진 '기억과 반성 그리고 우정'이라고 새겨진 조선인 노동자 위령비 철거하였습니다. 재특회(在特会)를 비롯한 우파 시민단체의 잘못된 역사 선전을 바탕으로 강제연행이 없었다는 등 왜곡된 역사 인식에 행정과 정부가 동조하면서 일본 각지에서 비슷한 상황이 벌어지고 있습니다.
　재일대한기독교회와 일본기독교단은 이러한 잘못과 악의에 찬 한일 역사를 계승하지 않고, 한반도와 일본, 동북아시아 전체의 진정한 평화를 위해 사랑과 화해와 조화 속에서 함께 미래를 향해 나아갈 것입니다.

<아시아의 평화에 대하여>
　2023년부터 향후 5년간 일본의 방위비는 43trillion이라는 사상 초유의 금액이 책정되었고, 2022년 영국, 이탈리아와 전투기 개발에 합의한 결과, 2024년 3월에는 국회 심의 없이 제3국에 최신형 전투기를 수출하기로 결정한 바 있습니다. 다른 나라에서 볼 때 일본은 거대한 군사국가를 지향하고 국제사회의 평화질서 유지를 포기하는 것이 아닌가 하는 우려를, 과거 일본이 침략했던 지역의 사람들에게 불러일으키고 있습니다.
　또한 대만 사태를 염두에 둔 중국 견제로서의 美日 군사동맹 강화는 한반도와 남서제도를 전투지역으로 상정하고 있습니다. 특히 오키나와에서는 2016년 이후 미군기지뿐만 아니라 자위대 기지의 증강과 새로운 기지 건설이 계속되고 있어 그곳에 사는 사람들의 미래를 위협하고 평화를 멀어지게 하고 있습니다. 군사력으로 평화를 지킬 수 없습니다. 우리는 반복해서 몇 번이고 호소할 것입니다. 그리고 韓日시 민과 아시아 사람들과 함께 걸어갈 것입니다.

<원전 의존도 탈피에 대하여>
　도쿄(東京)전력 후쿠시마(福島) 제1원자력발전소에서 방사능 오염수 해양투기가 시작되어 2024년도에 54,700톤의 오염수가 투기될 예정이며, 트리튬의 총량은 약 14trillion 베크렐에 달할 것으로 보도되고 있습니다.
　또한 2024년 1월 1일에 발생한 노토(能登)반도 지진은 진원지 근처에 많은 원전이 있어 많은 사람들이 제2 의 원전 피해를 우려했다. 다행히 원전에 피해는 없는 것으로 알려졌지만, 대피 경로에 많은 과제가 있다는 점이 부각되었습니다.
　돌이켜보면, 2011년 도 쿄(東京)전력 후쿠시마(福島) 제1원전 붕괴 및 폭발로 인해 해양으로 유출된 희석되지 않은 방사성 액체 폐기물은 세슘137로 15,000 trillion 베크렐로, 연간 관리 목표치인 220 billion 베크렐의 약 70,000 years 분량입니다. 이 방사성 물질은 지금도 바다를 이동하고 있습니다. 지진이 많은 일본 국토에서 원전만큼 생명을 위협하는 것은 없으며, 즉시 가동을 중단하고 조속히 폐로(Decommissioning) 작업에 착수해야 합니다.
　우리는 인간의 힘으로 통제할 수 없는 원전에 의존하는 에너지 정책에서 벗어날 것을 강력히 요구합니다.

Lord, you establish peace for us; all that we have accomplished you have done for us.
Lord our God, other lords besides you have ruled over us, but your name alone do we honor.
(Isaiah 26:12-13)

　Terror sufficient to exhaust all tears continues to blanket the Gaza Strip. In the land where Lord Jesus was sent to bring love, peace, and reconciliation, and where He was crucified for our foolishness, many innocent lives have been taken by mighty military forces. "Lord our God, other lords besides you have ruled over us." This refers also to the foolishness within us.

　But, again and again, we turn to Lord Jesus and say, "Your name alone do we honor." And we pray deeply, with repentance, "Impart peace upon us" and hereby proclaim this message of peace.

< Conflict in Palestine>
　In Palestine, where we have seen the roots of colonialism and capitalist domination condensed since the modern era, naked horror and cruelty are vividly thrust before us every day through the mass media, social networks, etc. Even now, the Israeli army, with the material and psychological support of the West, is killing innocent Palestinians, and the people of the Gaza Strip are living in a horrific hell day and night. The souls of Jews, other discriminated peoples and disabled persons whose lives were taken in the hell of the Holocaust, as well as the souls of all oppressed people around the world, are once again being mercilessly trampled upon by the present genocide.

　Yet at the same time, many people around the world are raising their voices to end this conflict, and Jews, Christians and Muslims around the world are also praying for the wounded Palestinian people. We pray that true peace will come to Palestine as soon as possible.

< History of Japan and Korea>
　Monuments have been erected throughout Japan to commemorate Korean workers, who were forcibly taken from the Korean Peninsula to labor in Japan's munitions factories, mines, and coal mines during the period of colonization by Japan after Korea’s annexation in 1910. On January 29, 2024, ignoring the opposition of many citizens, the Governor of Gunma Prefecture began the removal of a memorial to Korean workers erected in the "Gunma Forest" Prefectural Park, which carried the inscription "Memory, Reflection and Friendship." Based on false propaganda spread by right-wing civic groups, including the overtly anti-Korean Zaitokukai, administrative authorities and government are aligning with a distorted understanding of history, such as that there was no forced deportation, and similar situations are arising in various parts of Japan.

　The United Church of Christ in Japan and the Korean Christian Church in Japan reject this distorted history of Japan and Korea, which is full of errors and malice, and will continue to walk toward the future together in love, reconciliation, and harmony for true peace on the Korean Peninsula, in Japan and throughout Northeast Asia.

<Peace in Asia>
　Japan's defense spending in the five years from fiscal 2023 is slated to reach an unprecedented 43 trillion yen. As a result of a March 2022 agreement with the United Kingdom and Italy on the development of fighter jets, it was further decided in March 2024, without any deliberation in the Diet, that latest-model fighter jets will be exported to third countries. Viewed from other countries, Japan appears to be aiming to become a huge military state, which raises concern among people of the region that were once invaded by Japan that Japan might abandon its commitment to a peaceful international order.
　In addition, the strengthening of U.S. military alliances as a check against China in anticipation of a “Taiwan contingency” envisages the Korean Peninsula and the Nansei Islands as combat zones. Particularly in Okinawa, U.S. military bases as well as Japan Self-Defense Force bases have been strengthened and new bases built since 2016, threatening the future of residents and pushing peace away. Peace cannot be kept by the military. We will continue to repeat this truth, and to walk together with the citizens of Japan and South Korea and the peoples of Asia.

< Breaking away from dependence on nuclear power>
　It is reported that the dumping of radioactive contaminated water into the ocean has begun at TEPCO's Fukushima Daiichi Nuclear Power Station, and that 54,700 tons of contaminated water are scheduled to be dumped in FY2024, which will bring the total amount of tritium to about 14 trillion becquerels.
　In addition, there are many nuclear power plants near the epicenter of the Noto Peninsula earthquake that occurred on January 1, 2024, causing many people to imagine the possibility of a second nuclear power plant disaster. Fortunately, there was no damage to these nuclear power plants, but the earthquake highlighted the fact that there are many problems with evacuation routes.
　Looking back, the amount of undiluted radioactive liquid waste discharged into the ocean due to the meltdown and explosion at TEPCO's Fukushima Daiichi Nuclear Power Station in 2011 was 15,000 trillion becquerels of cesium-137, which is equivalent to about 70,000 years of the annual management target of 220 billion becquerels. This radioactive material is still moving through the ocean. In the earthquake-prone land of Japan, there is nothing more life-threatening than nuclear power plants, and we must immediately stop operation and start decommissioning.

　We strongly urge a move away from energy policies that rely on nuclear power, which cannot be controlled by human power.
