〈隣人を自分のように愛しなさい〉

　 ヘイトクライムのひとつである排外主義は、現政権（2025年現在）において、その様相を国家的レベルで増幅していると言えます。2025年度末で在留外国人数は400万人を超えています。その多くはアジア地域からの移住者です。また海外からの観光客も増えています。この国の暮らしは、様々な背景を持った人びとによって彩られています。しかし、その彩りを単色に塗りつぶす力は一層強くなり、「外国人」を排除しようとする現政権の心中が透けて見えるような出入国管理及び難民認定法改悪は、排外主義を人びとの心の中に植えつけようとする意図が垣間見られます。さらに国旗損壊罪は、誤謬の上にある国旗が排外主義を心の奥に刻印する役割を果たすでしょう。このような世にあって、主イエス・キリストが最も大切だと諭した掟である「隣人を自分のように愛しなさい」（マルコ12:31）を強く我が身に刻むのみです。

〈コリアン・ジェノサイド〉

明治維新以降、日本の近代化はアジア地域の植民地化の中で進められてきました。日清戦争で台湾・澎湖諸島を植民地とし、その後も日露戦争で植民地支配の範囲を広め、1910年に朝鮮を併合し、1931年の満州事件により大日本帝国軍は事実上、中国地域を軍事支配してゆきます。この過程において、日本は植民地支配を一層強め、アジア地域の人びとを国力増産のため、日本国内へ向けて強制動員を強化してゆきました。これらの歴史的流れの中で、関東大震災における朝鮮、中国の人びと等が国家機関の積極的なデマ流布とそれに呼応した自警団によって関東各地で虐殺されました。第二次世界大戦では多くの植民地の女性が日本軍慰安婦（性奴隷）として連れ出されました。あるいは、1942年の長生炭鉱水没事故により、183名の命が奪われました。その多くが朝鮮人労働者でした。犠牲者の遺骨は海底に置き去りにされたままです。戦後になっても、なおこの植民地支配の傷跡は深く、決して消えることはありません。

わたしたちは、これらの歴史的事実の前に立って植民地主義を検証し、二度と悲劇を繰り返さず、主の平和を求めて未来への扉を共に開いてゆけることを祈り願います。 

〈情報過多時代〉

　もはや人間の処理能力を超えた情報があふれかえる世界で、わたしたちは正しさを見つけようともがいています。真偽を確かめる間もなく次の情報に飲み込まれます。新しそうに見えるものが次々と提出され、それを獲得しなければならないと思わされます。

このような性急な流れの中で「事実」に対するファクトチェックを怠り、「言論の自由」の名の下でSNSが与える情報を処理して、ただただ「意見」を述べるようなあり方が蔓延しています。そのような中にあって、他者を傷つけることの想像力を十分に持てる個人・教会・社会とならなければなりません。AIを利用したデマとフェイク情報により、外国人をはじめとする個人の尊厳とプライバシーが侵害され、さらには性暴力へと繋がっていくのです。

AIは特定の分野では功を奏するかもしれませんが、これを安定的に運用するために膨大な電力が必要となり、そのために私たちの未来は別の犠牲を払うことになるかもしれません。このままでは、膨大な電力供給のためと称した原発稼働推進の動きが加速してしまいます。神がわたしたちに与えた知を謙虚に用いねばなりません。

〈戦争への道〉

世界中で戦争が絶えることがありません。ある日突然、他国を攻撃することに徐々に慣れてしまっている世に、強い危惧と恐怖を覚えます。攻撃の先で多くの無辜の人びとの命が奪われ、暮らしを破壊されているのです。しかし、これは平和憲法を持つわたしたちにとって、対岸の火事のようなことではありません。この国は、戦争の出来る国へと、あからさまに動こうとしています。

現政権は高支持率を背景に憲法改正を明言しています。国家の暴走を抑止する憲法から「国民」を拘束する憲法へと、憲法のあり方を根幹から変えようとする姿勢は、平和憲法の象徴である9条のなし崩し的な解釈変更と言える、殺傷能力のある武器輸出の決定からもうかがい知れます。あるいは、国家情報局を内閣に設置しようとする動きは、戦争に反対する声を封じ込めることを容易にします。

今こそ、断固として戦争に反対する道を平和の主と共に歩まねばなりません。

〈祈り ― それでも、わたしたちは生きる〉

　主よ、傲慢なわたしたちは、あたかもこの世界を支配できる者のように振る舞い、隣人を蹴落とし、友を谷底に突き落とし、仕方ないとうそぶいて、あなたを欺いて生きる者です。しかし、それでもわたしたちは、「あなたのしるし」（詩編65:9）の前であなたによって生かされた命を生きる者です。どうぞ愚かな私たちに、あなたの美しい喜びの歌を響かせてください。

　わたしたちは、あなたの美しい歌を共に歌い、踊り、食し、笑い、泣き、寄り添い、愛することを求めます。不安な夜を過ごす者たちに、あなたのぬくもりが届くように、わたしたちは祈り願います。あなたが必ず、わたしたちの祈りを聞き入れてくださることを信じる者とさせてください。

〈이웃을 네 자신과 같이 사랑하라〉

증오 범죄(Hate crime)의 한 형태인 배외주의는 현 정권(2025년 현재) 하에서 국가적 차원에서 그 양상이 더욱 심화되고 있다고 할 수 있습니다. 2025년도 말 기준 체류 외국인 수는 400만 명을 넘어섰습니다. 그 중 대다수는 아시아 지역에서 온 이주자들입니다. 또한 해외에서 오는 관광객도 늘고 있습니다. 이 나라의 일상은 다양한 배경을 가진 사람들에 의해 다채롭게 물들고 있습니다. 그러나 그 다채로움을 단색으로 덮어버리려는 힘은 더욱 강해졌으며, ‘외국인’을 배제하려는 현 정권의 속내가 훤히 드러나는 출입국관리 및 난민인정법 개악(改悪)에서는, 배외주의를 사람들의 마음속에 심어주려는 의도가 엿보입니다. 게다가 국기 훼손죄는, 오해 속에서 국기가 배외주의를 마음 깊은 곳에 각인시키는 역할을 할 것입니다. 이러한 세상에서, 주 예수 그리스도께서 가장 중요하다고 가르치신 계명인 “네 이웃을 네 자신과 같이 사랑하라”(마가복음12:31)를 내 마음에 깊이 새길 뿐입니다.

〈코리언 집단 학살(Korean Genocide)〉

메이지 유신 이후, 일본의 근대화는 아시아 지역의 식민지화 속에서 진행되어 왔습니다. 청일전쟁에서 대만과 펑후제도(澎湖諸島)를 식민지로 삼았고, 그 후 러일전쟁을 통해 식민지 지배의 범위를 넓혔으며, 1910년에 조선을 병합하고, 1931년의 만주사태를 계기로 대일본제국군은 사실상 중국 지역을 군사적으로 지배하게 되었습니다. 이 과정에서 일본은 식민지 지배를 한층 더 강화하고, 국력 증강을 위해 아시아 지역 주민들을 일본 국내로 강제 동원하는 조치를 강화해 나갔습니다. 이러한 역사적 흐름 속에서, 관동 대지진 당시 조선과 중국 출신 사람들 등이 국가 기관의 적극적인 허위 정보 유포와 이에 동조한 자경단에 의해 관동 각지에서 학살당했습니다. 제2차 세계대전에서는 많은 식민지 여성들이 일본군 위안부(성노예)로 끌려갔습니다. 또한, 1942년 조세이(長生)탄광 침수 사고로 183명의 목숨이 희생되었습니다. 그중 대다수는 조선인 노동자였습니다. 희생자들의 유골은 여전히 해저에 방치된 채로 남아 있습니다. 전쟁이 끝난 후에도 이 식민지 지배의 상처는 여전히 깊으며, 결코 사라지지 않을 것입니다.

우리는 이러한 역사적 사실 앞에서 식민주의를 되돌아보고, 비극이 다시는 반복되지 않도록 하며, 주님의 평화를 구하며 미래를 향한 문을 함께 열어갈 수 있기를 간절히 기원합니다.

〈정보 과잉의 시대〉

이제는 인간의 처리 능력을 넘어선 정보가 넘쳐나는 세상에서, 우리는 옳은 것을 찾으려고 애쓰고 있습니다. 진위를 확인할 틈도 없이 다음 정보에 휩쓸려 버립니다. 새로운 것처럼 보이는 것들이 속속 등장하고, 우리는 그것을 반드시 얻어야 한다고 생각하게 됩니다.

  이처럼 성급한 흐름 속에서 ‘사실’에 대한 팩트체크를 소홀히 하고, ‘언론의 자유’라는 명목 하에 SNS가 제공하는 정보를 그대로 받아들여 그저 ‘의견’만을 피력하는 태도가 만연하고 있습니다. 이러한 상황 속에서 타인을 상처 입힐 수 있다는 점을 충분히 상상할 수 있는 개인, 교회, 사회가 되어야 합니다. AI를 이용한 허위 정보와 가짜 뉴스로 인해 외국인을 비롯한 개인의 존엄과 사생활이 침해되고, 나아가 성폭력으로까지 이어지고 있습니다.

  AI는 특정 분야에서는 효과를 발휘할지도 모르지만, 이를 안정적으로 운영하기 위해서는 막대한 전력이 필요하며, 그로 인해 우리의 미래는 또 다른 대가를 치러야 할지도 모릅니다. 이대로라면 막대한 전력 공급을 명분으로 한 원전 가동 추진 움직임이 가속화될 것입니다. 하나님이 우리에게 주신 지혜를 겸손하게 사용해야 합니다.

〈전쟁으로 가는 길〉

전 세계에서 전쟁이 끊이지 않고 있습니다. 어느 날 갑자기 타국을 공격하는 일에 서서히 익숙해져 버린 이 세상에 대해 깊은 우려와 공포를 느낍니다. 공격으로 인해 수많은 무고한 사람들의 목숨을 앗아가고, 삶이 파괴되고 있습니다. 그러나 평화헌법을 가진 우리에게 이는 남의 일처럼 여겨질 수 없는 문제입니다. 이 나라는 전쟁을 할 수 있는 나라로 노골적으로 나아가려 하고 있습니다.

  현 정권은 높은 지지율을 바탕으로 헌법 개정을 분명히 밝히고 있습니다. 국가의 폭주를 억제하는 헌법에서 ‘국민’을 구속(拘束)하는 헌법으로, 헌법의 본질을 근본적으로 바꾸려는 태도는 평화 헌법의 상징인 제9조의 점진적인 해석 변경이라 할 수 있는, 살상 능력이 있는 무기 수출 결정에서도 엿볼 수 있습니다. 또한, 국가정보국을 내각에 설치하려는 움직임은 전쟁에 반대하는 목소리를 억누르는 것을 용이하게 합니다.

  지금이야말로 평화의 주님과 함께 단호히 전쟁에 반대하는 길을 걸어가야 합니다.

〈기도 ― 그럼에도 불구하고, 우리는 살아간다〉

주님, 오만한 우리는 마치 이 세상을 지배할 수 있는 자인 양 행동하며, 이웃을 짓밟고, 친구를 골짜기 밑으로 밀어 떨어뜨리며, 어쩔 수 없다고 뻔뻔하게 떠들어 주님을 속이며 살아가는 자들입니다. 그러나 그럼에도 불구하고 우리는 “주님의 징조”(시편 65:8) 앞에서 주님께서 주신 생명을 살아가는 자들입니다. 부디 어리석은 우리에게 주님의 아름다운 기쁨의 노래를 들려주소서.

  우리는 당신의 아름다운 노래를 함께 부르고, 춤추고, 먹고, 웃고, 울고, 서로 곁을 지키며 사랑하는 것을 소망합니다. 불안한 밤을 보내는 이들에게 당신의 온기가 전해지기를, 우리는 간절히 기도합니다. 당신이 반드시 우리의 기도를 들어주실 것을 믿는 자들이 되게 해 주시옵소서.

<Love your neighbor as yourself>

Xenophobia, one of the hate crimes, can be said to be growing nationally under the current administration of Japan (as of 2025). By the end of fiscal year 2025, the number of foreign residents in this country exceeded 4 million. Many of these neighbors are migrants from across Asia. The number of foreign tourists is also increasing. Life in this country is colored by people with diverse backgrounds. However, powers that seek to coat this beauty with a single color have grown stronger. The current administration’s intention to exclude “foreigners” is clearly reflected in the recent mal-revisions of the Immigration Control and Refugee Recognition Act, which hint at an aim to instill xenophobia in people’s minds. Furthermore, by making it a crime to vandalise the national flag, the tainted flag of Japan will surely serve to deeply imprint xenophobia in hearts. In such a world, we must firmly engrave in ourselves the commandment that Lord Jesus Christ taught is most important: “Love your neighbor as yourself” (Mark 12:31).

<Korean Genocide>

Since the Meiji Restoration, Japan’s modernization progressed in tandem with its colonization of the Asian region. During the First Sino-Japanese War, Taiwan and the Penghu Islands were colonized, and the Russo-Japanese War further expanded colonial control. In 1910, Korea was annexed, and with the Manchurian Incident in 1931, the Imperial Japanese Army effectively took military control of the China region. In this process, Japan further strengthened its colonial rule and intensified the forced mobilization of people from across Asian into Japan to increase its national power. Amid these historical events, people from Korea and China were massacred at the time of the Great Kanto Earthquake in many places across the Kanto region, by vigilante groups responding to the active spread of false information by government agencies. During World War II, many women were taken from the colonies to be Japanese military comfort women (sex slaves). Alternatively, the 1942 Chosei Coal Mine flooding accident claimed the lives of 183 people. Many of these were Korean workers, whose remains have been left on the seabed. Even after the war, the scars of colonial rule remain deep and refuse to fade.

We pray that we can stand before these historical facts and examine colonialism, never repeat such tragedies, and open the door to the future together in pursuit of the Lord’s peace.

<An age of information overload>

In a world overflowing with information beyond human capacity to process, we are struggling to find what is right. Before we can verify the truth of one thing, we are swallowed up by the next information. Things that seem new are presented to us one after another, and we are made to feel we must acquire them.

Amid this rushed flow, we are seeing the spread of an existence where people neglect to check “facts,” process information given by social media under the name of “freedom of speech,” and simply express “opinions.” In this environment, individuals, churches, and society must become fully able to imagine what it is to harm to others. AI-driven false rumors and fake information violate the dignity and privacy of individuals, including foreigners, and can further lead to sexual violence.

AI may work well in some fields, but its stable operation requires enormous amounts of electricity, which may impose additional sacrifices on our future. If things continue as they are, the push to restart nuclear power plants will accelerate under the pretext of massive demand for electricity supply. We must humbly use the knowledge God has given us.

<The road to war>

Wars have not ceased around the world. Suddenly, we feel strong concern and fear about a world that has gradually become accustomed to attacking other countries. Many innocent lives are being lost, and the livelihoods of many more are being destroyed by such attacks. For us in Japan, who have the Peace Constitution, these are not someone else’s problems. This country is undisguisedly moving toward becoming a country capable of war.

The current administration, against a backdrop of high approval ratings, has clearly declared its aim to revise the constitution. Efforts to fundamentally alter the form of the constitution—from one that constrains runaway action by the state to one that restrains “the people”—can be seen as a gradual, undebated reinterpretation of Article 9, a symbol of the peace constitution. This intention is evident in the government’s decision to allow the export of lethal weapons. Alternatively, the move to establish a National Intelligence Bureau under the cabinet will make it easier to silence voices opposing war.

Now is the time that we must resolutely walk the path of opposing war together with the Lord of Peace.

<Prayer — Still, we live>

Lord, we arrogant people live our lives acting like we can rule this world, knocking down neighbors, pushing friends into canyons, pretending we have no choice, and deceiving you. Yet, even so, in the presence of “your wonders” (Psalm 65:8) we live the life that you have given. Please, though we are foolish, let your beautiful song of joy resonate among us.

We want to sing your beautiful songs together, to dance, eat, laugh and cry, to stand close with others, and to love. We pray that Your warmth will reach those who are spending anxious nights. Help us to be believers, with faith that you will surely hear our prayers.
