主はこう言われる。正義と恵みの業を行い、搾取されている者を虐げる者の手から救え。寄留の外国人、孤児、寡婦を苦しめ、虐げてはならない。またこの地で、無実の人の血を流してはならない。（エレミヤ書 22章3節）

　新型コロナウイルス感染症（COVID-19）は、日常の私たちの生活を揺るがし、身体に危険を及ぼしたばかりでなく、社会構造や経済構造の弱い部分に打撃を与え、矛盾や不平等を露呈させ、孤立と分断を増長させました。その不安や対立が暴力や戦争まで引き起こし、感染症が収束に向かう中でも、世界が未だに大きな混乱の中にあります。
　主イエス・キリストは、ご自身の十字架によって敵意の中垣を壊し、二つのものを平和の中で一つにしてくださいました。私たちは主イエス・キリストこそ和解と平和の主であることを信じ、主が私たちに求められる隣人愛を心に刻み、この愛から生まれる平和だけが、この世界の危機を克服出来るものと信じ、ここに平和メッセージを宣言いたします。

＜関東大震災100周年について＞
　1923年9月1日に関東大震災が発生し、今年、100周年を迎えます。10万人を越える貴い命が犠牲になったことを忘れません。しかし、それと同時に、震災の混乱の中、「朝鮮人が井戸に毒を入れた」「朝鮮人が放火した」などの流言飛語により6,000人の在日朝鮮人・中国人が警察及び自警団によって虐殺されたことを忘れてはいけません。平時には普通である一般市民が、天変地異が起こるとこのように豹変し、人間が同じ人間を殺すという狂気に陥るさまに戦慄を覚えます。また人間の心の奥底に潜む罪深さにおののきます。
　100年たった現在でも、寄留外国人に対するヘイトスピーチなどの人権侵害が続いています。私たちは、すべての人の命を贖うキリストへの信仰に基づき、「すべての人と平和に暮らしなさい」（ローマの信徒への手紙12章18節）との御言葉に従って、差別のない社会が実現することを願い祈っています。そして、そのための愛による働きにあずかることを志しています。緊張と不安に満ちた今日の状況の中でこそ、社会の中で弱い立場に置かれた人々が守られ、支えられなければなりません。社会の動揺に乗じたあらゆるヘイトに反対し、この社会に生きるすべての人々の人権が守られるよう願います。

＜「入管難民法」改悪について＞
　2021年に廃案となった「出入国管理及び難民認定法（入管難民法）」の改悪案を一部だけ修正したものが、今年5月9日に衆議院で可決され、6月9日に参議院で可決、成立しました。これに対し、わたしたち日本基督教団と在日大韓基督教会は強い憤りをもって抗議します。政府の法案は「難民申請者」や、在留資格を失った「無登録外国人」（非正規滞在者）を、さらに窮地に追い込む改悪法となっています。本来ならば、世界人権宣言および難民条約に基づいて難民認定制度を抜本的に改正し、日本がすでに加盟している国際人権諸条約に沿って入管収容制度を改正すべきです。私たちはこの「改悪」入管難民法の実施に反対し、廃案を求め、難民申請者や無登録外国人一人一人の命と生活を支える市民社会の働きに連帯して行きます。

＜ウクライナにおける戦争について＞
　2022年2月24日にロシアがウクライナに侵攻してから、すでに一年半が過ぎました。現在も戦争は終わる気配がありません。その間も子どもたちを含めた尊い命が奪われ続けています。
　「主は国々の争いを裁き、多くの民を戒められる。彼らは剣を打ち直して鋤とし、槍を打ち直して鎌とする。国は国に向かって剣を上げず、もはや戦うことを学ばない。」（イザヤ書2章4節）
　一刻も早く戦闘が中止され、ウクライナおよびロシアの兵士たちの命が救われることを強く望みます。社会インフラ・ライフラインの復興とともに、傷ついた人々の心のケアのために世界中の教会が力を尽くすことを願います。
　ロシアの核による威嚇や使用は主の前で決して許されません。すべての為政者たちの良心が呼び覚まされ、私利私欲と傲慢な思いを捨て、正しい選択を行うように切に祈り求めます。現在行われている「戦争という名の大量殺人」が、一刻も早く中止されることと、そのために主なる神が働いてくださることを心から願います。

＜日本の原子力政策について＞
　2011年の東京電力福島第一原子力発電所爆発において「絶対安全」「経済に必要」という「神話」に彩られてきた日本の原子力政策は、完全に崩壊し、12年を経た今もなお事故収束は全く目処が立っておりません。それにも拘わらず、日本政府は原発の新規建設や60年を超える運転を認めることを盛り込んだ「GX（グリーン・トランスフォーメーション）実現に向けた基本方針案」をとりまとめ、福島第一原子力発電所で増え続けるALPS処理水（トリチウムなど放射性物質を含んだままの汚染水）を地域住民や漁業関係者との約束を無視して、また近隣諸国の反対の声を聴くことなく、今年中に海洋投棄することを決定しました。
　わたしたち日本基督教団と在日大韓基督教会は、ALPS処理水の海洋投棄や、日本政府が提唱する「基本方針」に断固抗議をし、今なお、強いられたヒバクによって痛み、脅かされている命と連帯して行きます。

 “여호와께서 이와 같이 말씀하시되 너희가 정의와 공의를 행하여 탈취당한 자를 압박하는 자의 손에서 건지고 이방인과 고아와 과부를 압제하거나 학대하지 말며 이 곳에서 무죄한 피를 흘리지 말라”(예레미야22:3)

  신형 코로나바이러스 감염증(COVID-19)은 일상의 삶을 흔들며 위험을 끼쳤을 뿐 아니라, 사회 구조나 경제 구조의 약한 부분에 타격하여 모순이나 불평등을 노출시키고 고립과 분단을 증가시켰습니다. 그 불안과 대립이 폭력과 전쟁까지 일으켜 감염증이 수습되어 가는 가운데도 세계는 아직도 큰 혼란 속에 있습니다.

  주 예수 그리스도는 자신의 십자가를 통하여 적의(敵意)의 담을 헐고 둘을 평화 속에서 하나되게 하였습니다. 우리는 주 예수 그리스도야 말로 화해와 평화의 주님인 것을 믿고, 주님께서 우리에게 요구하시는 이웃사랑을 마음에 새기고, 이 사랑으로 이루어진 평화만이 이 세상의 위기를 극복할 수 있는 것이라고 믿고 여기에 평화의 메시지를 선언합니다.

• 관동 대지진 100주년에 대하여

  1923년 9월 1일에 관동 대지진이 발생하고 올해 100주년을 맞이합니다. 10만 명이 넘는 귀한 생명이 희생된 것을 잊지 않습니다. 그러나 그와 동시에 지진 재해의 혼란 속에서 “조선인들이 우물에 독약을 넣었다”, “'조선인들이 방화를 했다”는 등의 유언비어로 6,000명이 넘는 재일조선인・중국인이 경찰 및 자경단에 의해 학살당한 것을 잊지 말아야 합니다. 평시에는 보통인 일반 시민이 천재지변이 일어나면 이렇게 변하고, 인간이 같은 인간을 죽인다는 광기에 빠져버리는 것에 전율을 느낍니다. 또한 인간의 마음 깊은 곳에 숨어있는 죄에 대하며 놀라움을 금할 수 없습니다.
　100년이 지난 지금에도 기류 외국인에 대한 헤이트 스피치 등의 인권 침해가 계속되고 있습니다. 우리는 모든 사람의 생명을 구속하는 그리스도의 믿음에 근거하여 “모든 사람과 더불어 화목하라”(로마서12:18)의 말씀에 따라, 차별없는 사회가 실현되기를 바라며 기도하고 있습니다. 그리고 이를 위한 사랑의 수고에 참여하기를 원합니다. 긴장과 불안이 가득한 오늘의 상황 속에서 말로 사회적 약자의 입장에 놓인 사람들이 보호를 받고 도움을 받아야 합니다. 사회의 흐름에 동승한 모든 헤이트에 대하여 반대하며, 이 사회를 살아가는 모든 사람들의 인권이 지켜지기를 바랍니다.

• <입관 난민법(入管難民法)> 개악(改悪)에 대하여

  2021년에 폐안이 된 「출입국관리 및 난민인정법(입관난민법)」의 개악안(改悪案)을 일부만 수정한 것이, 올해 5월 9일 중의원에서 가결되고 6월 9일 참의원에서 통과하여 성립하였습니다. 이에 대해 우리 재일대한기독교회와 일본기독교단은 강한 분노로 항의합니다. 정부의 법안은 ‘난민 신청자’나, 재류 자격을 잃은 ‘무등록 외국인(비정규 체류자)를 한층 더 궁지에 몰아넣는 개악법(改悪法)이 되고 있습니다. 본래라면 세계인권선언 및 난민조약에 근거하여 난민인정제도를 근본적으로 개정하고 일본이 이미 가맹하고 있는 국제인권 제반 조약에 따라 입국 관리 수용제도를 개정해야 한다. 우리는 이 「개악(改悪)」입관난민법의 실시에 반대하며, 폐안을 요구하고, 난민신청자나 무등록 외국인 한사람 한사람의 생명과 생활을 지지하는 시민사회의 활동에 연대해 갑니다.

• 우크라이나의 전쟁에 대하여

2022년 2월 24일, 우크라이나가 러시아에 침공을 당한지 이미 1년 반이 지났습니다. 지금도 전쟁은 끝날 조짐이 보이지 않습니다. 그 사이에도 어린이들을 포함한 귀중한 생명이 빼앗기고 있습니다. “그가 열방 사이에 판단하시며 많은 백성을 판결하시리라. 무리가 그들의 칼을 쳐서 보습을 만들고 그들의 창을 쳐서 낫을 만들 것이며 이 나라와 저 나라가 다시는 칼을 들고 서로 치지 아니하며 다시는 전쟁을 연습하지 아니하리라.”(이사야 2:4)
  한시라도 빨리 전쟁을 중단되고 우크라이나와 러시아 병사들의 생명이 희생되지 않기를 간절히 바랍니다. 사회 인프라・라이프라인의 복구와 함께 상처입은 사람들의 마음의 케어를 위해서 전세계 교회가 힘을 다하기를 바랍니다.
  러시아의 핵에 의한 위협과 사용은 주님 앞에서 결코 용서될 수 없습니다. 모든 위정자들의 양심이 깨어나 사리 사욕과 오만한 생각을 버리고 올바른 선택을 하도록 간절히 기도합니다. 지금 진행되고 있는 ‘전쟁이라고 하는 이름의 대량 살인’이 한시라도 빨리 중지될 것과, 그를 위하여 주 하나님이 역사해 주시기를 간절히 바랍니다. 

• 일본의 원자력 정책에 대하여

  2011년 도쿄전력 후쿠시마 제1원자력발전소 폭발에서 ‘절대안전', ‘경제에 필요'라는 ‘신화'로 물들여온 일본의 원자력 정책은 완전히 붕괴되어 12년이 지난 지금도 여전히 사고 수습이 전혀 되지 않고 있습니다. 그럼에도 불구하고 일본 정부는 신규 원전의 건설과 60년을 넘는 운전을 인정하는 것을 포함한 ‘GX(그린 트랜스포메이션) 실현을 위한 기본 방침안’을 정리하여 후쿠시마 제1원자력 발전소에서 늘어나는 ALPS 처리수(트리튬 등 방사성 물질을 포함한 오염수)를 지역 주민이나 어업 관계자와의 약속을 무시하고, 또한 인근 국가의 반대의 목소리도 듣지 않고 올해 중에 해양 투기하기로 결정했습니다.
　우리 재일대한기독교회와 일본기독교단은 ALPS처리수의 해양투기와 일본정부가 제창하는 ‘기본방침'에 단호히 항의하며, 지금도 피폭에 아픔과 위협을 받고 있는 생명과 연대해 갈 것입니다.

This is what the Lord says: 'Do what is just and right. Rescue from the hand of the oppressor the one who has been robbed.Do no wrong or violence to the foreigner, the fatherless or the widow, and do not shed innocent blood in this place.'  (Jeremiah 22:3)

　COVID-19 has not only shaken our daily lives and posed physical dangers, but has also impacted weak spots of our social and economic structures, exposing contradictions and inequalities, and increasing isolation and division. These anxieties and conflicts have led to violence and war and, even as the pandemic comes under control, the world remains in great turmoil.
　With His cross, the Lord Jesus Christ broke down barriers of enmity and united in peace what was divided. We hereby declare the message of peace, believing that the Lord Jesus Christ is the Lord of reconciliation and peace, carving into our hearts the love of neighbor that He requires of us, and believing that only peace born of this love can overcome the crises of this world.

<About the 100th anniversary of the Great Kanto Earthquake>
　This year marks the 100th anniversary of the Great Kanto Earthquake, which occurred on September 1, 1923. We will never forget the loss of more than 100,000 precious lives. At the same time, we must not forget that 6,000 Koreans and Chinese living in Japan were massacred by police and vigilante groups, spurred by rumors spread in the confusion of the earthquake, such as "Koreans put poison in wells" and "Koreans committed arson." We are horrified that ordinary citizens, who are normal in peacetime, can change in this way and fall into the madness of killing fellow human beings when a natural disaster occurs. We also tremble at the sinfulness that lurks in the depths of our hearts.
　Even now, 100 years later, human rights violations such as hate speech against foreign residents continue. Based on our faith in Christ, who redeems the lives of all, and obeying the holy words, "live in peace with all men" (Romans 12:18), we hope and pray that a society free of discrimination will be realized, and aspire to participate in works of love toward this end. In today's tense and unsettling environment, people who are placed in vulnerable position in society must be protected and supported. We oppose all forms of hate that take advantage of social upheaval, and hope that the human rights of all people living in this society will be protected.

<Revision of the Immigration and Refugee Act>
　A bill to revise the "Immigration Control and Refugee Recognition Act," which only slightly modified a similar bill that was withdrawn in 2021, was approved by the House of Representatives on May 9 of this year, and was enacted after approval by the House of Councilors on June 9. We, the United Church of Christ in Japan and the Korean Christian Church in Japan, protest this Act’s passage with strong indignation. The revised Act forces "asylum seekers" and "unregistered foreigners" (irregular immigrants) who have lost residency status into predicaments that are worse than before. Japan’s refugee recognition system should be fundamentally revised in accordance with the Universal Declaration of Human Rights and the Refugee Convention, and its immigration detention system should be revised in line with international human rights treaties to which Japan is already a party. We oppose the implementation of this "mal-reformed" Immigration Control and Refugee Act, call for its repeal, and stand in solidarity with the work of civil society to support the lives and livelihoods of asylum seekers and unregistered foreigners.

<About the war in Ukraine>　
　One year and a half has already passed since Russia's invasion of Ukraine on February 24, 2022. Even now, the war shows no sign of ending. In the meantime, precious lives, including children’s, continue to be taken.

"The Lord will judge between the nations and will settle disputes for many peoples.
They will beat their swords into plowshares and their spears into pruning hooks.
Nation will not take up sword against nation, nor will they train for war anymore."  (Isaiah 2:4)

　We strongly hope that the fighting will be halted as soon as possible, and that the lives of Ukrainian and Russian soldiers will be saved. Along with the restoration of social infrastructure and lifelines, we hope that churches around the world will do their utmost to provide spiritual care for those who have been hurt.
　Russia's nuclear threats, or use, will not be tolerated before the Lord. We pray earnestly that the conscience of all policymakers will be awakened, that they will abandon their self-interest and arrogance, and that they will make right choices. We sincerely hope that the current "mass murder in the name of war" will be stopped as soon as possible, and that the Lord God will work for this.

<Japan’s Nuclear Energy Policy>　
In the wake of the explosions at Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Plant in 2011, the nuclear energy policy of Japan, which was long tainted by the myths of "absolute safety" and "necessary for the economy," completely collapsed. Even now, 12 years later, there is no prospect of an end to the accident. In spite of this, the government of Japan adopted a " Draft Basic Policy for Realization of GX (Green Transformation)," which includes allowing the construction of new nuclear power plants and the operation of nuclear power plants for more than 60 years. The government of Japan has also decided to dump ALPS-treated water (contaminated water that still contains tritium and other radioactive substances), which continues to accumulate at the Fukushima Daiichi Nuclear Power Plant, into the ocean by the end of this year, ignoring promises made to local residents and fishermen, and without listening to the objections of neighboring countries.
　We, the United Church of Christ in Japan and the Korean Christian Church in Japan, resolutely protest against the dumping of ALPS-treated water into the ocean, as well as the "Basic Policy" advocated by the government of Japan, and stand in solidarity with all lives that are still being harmed and threatened by the hibaku (radiation exposure) that is forced upon them.
